The Heart of the Islands Award is among the highest civilian honors awarded in the region and is the only medal given out by the Council of Nine itself. It was established by law in NS 95-1. Grub/Titanica, the first Chief Executive of the 10000 Islands, gave this description of the award when it began in 2008:
The 10000 Islands has a new medal by proclamation of the Council of Nine.
"In order to promote an atmosphere of kindness, friendly interactions, and general goodwill in the 10000 Islands, we, the Council of Nine, do hereby institute a new award to be called the Heart of the Islands Award.
This award is to be given to a nation who proves to truly embrace and embody the Heart of the Islands. This will be a nation who stands up for others, is kind, helpful, and intelligent, a nation whose good deeds speak for themselves even though they often go unrecognized or unnoticed.
Any nation may suggest to a member of the Co9 that another nation be considered for this award. They will be considered based on their own deeds and merits during their time spent in the Islands. If said nation is found worthy, they will be publicly given the award."
